Judging by my own inbox, the moderation queue is the thing that decides it, although sites that skip verification rarely say so. What surprised me was that the chat-first sites have got noticeably worse for bots across a couple of different accounts.

In the same vein, Luvdate's search filters does more than most for the messaging side, which is not nothing.
